What is RRE and why is there so much talk about it?

The Building Regularity Report (RRE) is finally a reality!

 

 

 

This is a very important document that comes from fundamental checks, and which until recently were only carried out by a minority of real estate agencies.

The RRE is used to certify that a property is compliant in terms of building, urban planning, cadastral and municipal regulations. In practice, it is an essential tool for selling safely, protecting both the seller and the buyer, and preventing unpleasant surprises during the appraisal or the signing of the notarial deed.

It is important to point out that the notary is not responsible for the technical correctness of the data: the responsibility remains with the seller. In fact, it is he who declares the regularity of the property and, even if he does so in good faith - given that often even the owners do not know the situation of their property in depth - he is still responsible for any discrepancies.

With the RRE, a qualified technician (surveyor, engineer or architect) will have to verify that there is correspondence between:

the project approved and filed with the Municipality, the cadastral situation, and the actual state of the property (how it physically appears).

The professional in charge will carry out all the necessary checks on building permits, land registry data and other information, finally drafting a report that can be examined by the buyer, the expert and the notary. In the future, the RRE will be increasingly requested and will most likely become mandatory since it is recognized as a fair and proper tool for the protection of customers.


How much does RRE cost?
The cost of the RRE generally varies from about 300 euros (plus VAT) to 600/700 euros per housing unit. The price depends on the size of the property and the complexity of the checks required: in some cases, more in-depth checks are required.


Mandatory nature of the RRE
At the moment, the RRE is not yet mandatory, but it is a voluntary practice aimed at ensuring the regularity of the properties being sold.
An agreement to this effect has been signed by several bodies: the Notarial Council of the United Districts of Turin and Pinerolo, the Interregional Notarial Committee of Piedmont and Valle d'Aosta, the Orders of Architects, Engineers, Surveyors and Accountants of Turin.
This protocol aims to offer greater guarantees to all parties involved in sales.

Furthermore, the RRE allows you to photograph the urban and cadastral situation of the property at the time of sale, and offers the possibility of rectifying any irregularities, thus avoiding future contractual responsibilities.
